The plans come with the locations of all plumbing fixture but not drawings of the actual pipe. That can't be done because we don't know in advance when the sanitary line(s) will be leaving the building. This is very common and plumber plumbs the house according to that information. As for HVAC, this is a local, climate-driven decision that you will make with your builder.
