First of all, I don't agree with your builder. A PDF is a great solution in the majority of cases. A CAD file is only needed if you plan to do major modifications locally or if you need additional engineering because you are building in California or Florida. This design was created before CAD existed and was hand drawn. You do have the option of buying the PDF and having a CAD file created from it locally. You will have the legal permission with the purchase of a PDF.
