Do these plans include the structural calculations for floor and roof and headers/beams? Slab-on-grade option.

How ready are these plans once purchased to take right to the building permit stage? If I am planning on basic slab-on-grade and not altering walls at all (maybe adding door at bottom of stairs and keeping unfinished upstairs space as attic for a while), can these plans come ready for approval in Utah? Or do they still need stamping by a structural engineer here?

No plan is automatically ready for permit as they all need to go through a plan check. Typically, you only need engineering if you are in a sensitive area such as those prone to earthquakes, hurricanes or extreme snow loads. If your building department requires a stamp, you will need to acquire one from an engineer licensed in your state.
