It does not. The second floor consists of 934 sq. ft. of Bonus space that, if finished, would be added to the 2,847.
As for HVAC and the water heater, you have several choices, based partially upon where you are building, what type of system you are planning for, your foundation type, etc. In some areas, the attic is the chosen location for a traditional furnace and water heater. Where I am in the Pacific Northwest, we prefer it in the garage or in a basement if one is used. For these reasons, we don't address these systems as they are best left to your local contractor.
