By that I assume that mean are they stamped by a licensed architect or engineer. The answer is "no" they are not. More areas of the country do not require a stamp on residential plans, specially one this simple, but it they do, it will need to be stamped by a licensed professional from your state. I recommend that you check with your builder to see if one is required.
